A joint statement titled “A Call for Control of Frontier AI Models” has been introduced by Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre. Endorsed by 22 leaders from 20 countries and the European Commission, this statement underscores the necessity for mandatory safety testing and independent evaluations of advanced AI systems. The leaders emphasize the importance of transparency in AI companies, urging them to implement safety protocols and allow external evaluators to assess potential risks.

The statement also highlights the need for governments and regional organizations to align on common AI safety standards and improve transparency around AI-related incidents. It suggests that UN member states explore the possibility of creating an international institution dedicated to establishing AI safety norms, facilitating verification processes, and fostering governmental collaboration when AI systems reach critical capability thresholds.

Despite its significance, the proposal remains a non-binding declaration and does not establish an obligatory international law or create a new UN body. However, it remains open for further endorsements from other nations, reflecting a growing consensus on the need for coordinated efforts in AI governance.

This initiative comes at a time when the rapid evolution of AI technology poses both opportunities and risks, compelling governments worldwide to reconsider how best to manage its development and deployment.
