The newly established coalition governing Rotterdam is seeking answers regarding the city’s Oracle Fusion IT initiative, which has seen its budget swell from an initial €16 million to a staggering €44.5 million. This project, which was set in motion in 2022 to update the financial administration of the city council—including areas like procurement, contracts, and subsidy management—has also faced significant delays in its launch. The initiative was under the supervision of outgoing alderman Ronald Buijt.
A recent review conducted by the city revealed that the initial cost projections were far too optimistic. The review also pointed out deficiencies in the management of the project and in the collaboration with Deloitte, the consulting firm involved. These findings have raised concerns among officials who have also cautioned that further enhancements to the software and necessary maintenance could result in an additional €12 million expenditure this year, with another €13 million anticipated next year.
In light of these developments, leaders of the coalition are demanding complete transparency and political accountability, insisting that taxpayers deserve to understand why the costs have escalated so drastically. They have emphasized the need for clear explanations and are pushing for an emergency council debate to address these issues.
The situation is likely to be examined further in upcoming committee sessions, as the call for accountability grows. The coalition’s insistence on transparency underscores the urgency of addressing the financial overshoot and the operational delays that have plagued the Oracle Fusion IT project, signaling a critical need for scrutinizing the management practices involved.
