Multiple countries were added to President Trump’s trade enforcement target list during a Monday White House meeting. India, Thailand, China, and Canada all received signals that their agricultural exports may face restrictions.
The expanded target list emerged from discussions prompted by rice industry leader Meryl Kennedy, owner of Kennedy Rice Mills and 4 Sisters Rice. Kennedy’s testimony about competitive challenges prompted Trump to identify multiple enforcement priorities.
Trump added Indian rice to his enforcement agenda while also targeting Thai and Chinese exports. The president then expanded beyond rice to suggest Canadian fertilizer tariffs, continuously growing his target list.
Treasury Secretary Scott Bessent noted that expanding targets increases diplomatic complexity and economic risks. Trump dismissed these concerns, insisting that comprehensive protection requires confronting multiple competitive threats simultaneously.
The growing target list creates uncertainty for numerous trading partners about agricultural market access. Trump’s willingness to continuously add countries signals that no trading partner enjoys permanent security from potential enforcement actions.
